Used with permission.<\/p><\/div>\n<p>Whenever Najeebullah Khitab is remembered in Pakistan, it will be as the <a href=\"https:\/\/youtube.com\/playlist?list=PLUgIQVgnPRr0K5nHhNvd6AgupfWBg_LZm&amp;si=4_yLe9NN4K2qvoHW\">Afghan singer<\/a> who lived in Bashir Chowk, Turkman Colony, Quetta \u2014 the capital of Balochistan province. His voice, name, and life gradually became part of the city\u2019s fabric. Born into a family that migrated to Pakistan 46 years ago, Khitab spent his entire youth performing and living in the country that had given him a home.<\/p>\n<p>This is the story of Najeebullah Khitab, a singer whose voice carries the hopes, struggles, and memories of a generation of Afghan refugees. Millions <a href=\"https:\/\/www.fmreview.org\/ruiz\/\">fled to Pakistan<\/a> during the Soviet\u2013Afghan war in the 1980s, seeking safety. Today, around 2.8 million Afghans still call Pakistan home, including roughly <a href=\"https:\/\/data.unhcr.org\/en\/country\/pak\">1.3 million registered refugees<\/a>. In 2023, Pakistan <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/03\/opaque-illegal-foreigners-repatriation-plan-targeting-afghan-refugees-must-be-withdrawn\/\">began sending<\/a> undocumented migrants back, a stark reminder of how borders and policies can overshadow individual dreams.<\/p>\n<div id=\"attachment_846126\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2025\/11\/IMG_9520.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-846126\" class=\"size-medium wp-image-846126\" src=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2025\/11\/IMG_9520-300x400.jpg\" alt=\"Image provided by Najeebullah Khitab. Used with permission.<\/p><\/div>\n<p>\u201cI was born in Pakistan,\u201d Khitab says quietly during a WhatsApp call, \u201cbut now I\u2019m going back to Afghanistan \u2014 where music has no space.\u201d<\/p>\n<p>Khitab\u2019s family, originally from <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jowzjan_Province\">Jowzjan province<\/a> in northwestern Afghanistan, came to Pakistan seeking safety and stability. For decades, they found it. But in recent months, Pakistan\u2019s government has <a href=\"https:\/\/www.dawn.com\/news\/1949548\">begun a large-scale deportation drive<\/a>, forcing hundreds of thousands of Afghan refugees to return to their homeland. \u201cWe packed our belongings fifteen days ago,\u201d he says. \u201cWe\u2019re standing outside the <a href=\"https:\/\/help.unhcr.org\/pakistan\/new-arrivals\/\">UNHCR\u2019s Voluntary Repatriation Centre<\/a> near Bakelite Customs, at the western entrance to Quetta, waiting for our repatriation certificate.\u201d<\/p>\n<p>That certificate, he explains, helps cover some travel expenses \u2014 but it cannot ease the emotional weight of leaving behind a life built over generations. \u201cIt\u2019s been fifteen days, and we\u2019re still waiting,\u201d he says, his exhaustion tempered by quiet dignity.<\/p>\n<p>For Khitab, returning to Afghanistan means losing more than a home, it means losing his passion. \u201cWhen I go there, I will have to start life from zero,\u201d he says. \u201cBut what hurts more than starting from zero is knowing there is no place for singing or music in Afghanistan anymore.\u201d<\/p>\n<p>Since the Taliban\u2019s return to power, public music and performances <a href=\"https:\/\/news.sky.com\/story\/instruments-thrown-on-fire-as-taliban-declares-music-immoral-in-afghanistan-12931238\">have been banned<\/a> under strict interpretations of Islamic law. For artists like Khitab, that ban is a blow, and it <a href=\"https:\/\/www.rawa.org\/temp\/runews\/2022\/01\/17\/musician-weeps-as-taliban-fighters-burn-his-instruments-in-public.html?utm_source=chatgpt.com\">feels like suffocation<\/a>. \u201cEvery nation has its own laws, and we respect that,\u201d he says. \u201cBut banning music feels like a kind of force \u2014 a pressure on the soul.\u201d<\/p>\n<div class=\"factbox\">\n<h4>Read more: <a title=\"Musicians in Afghanistan live in fear and despair amid the Taliban ban on music\" href=\"https:\/\/globalvoices.org\/2023\/08\/22\/musicians-in-afghanistan-live-in-fear-and-despair-amid-the-taliban-ban-on-music\/\" rel=\"bookmark\">Musicians in Afghanistan live in fear and despair amid the Taliban ban on music<\/a><\/h4>\n<\/div>\n<p>In Pakistan, music was his livelihood. \u201cSinging was my only source of income,\u201d he says. \u201cNow, when I go back, I don\u2019t know what I will do.\u201d Yet, despite the hardship, he carries no anger. \u201cPakistan also has its reasons,\u201d he says softly. \u201cWe are refugees, and this is their land. Image by the author.<\/p><\/div>\n<p>Like many Afghan-born refugees, Khitabspent years trying to obtain Pakistani nationality, citing his birth and lifelong residence in the country. \u201cI went to different courts,\u201d he says. \u201cI even approached <a href=\"https:\/\/www.unhcr.org\/pk\/\">the UNHCR<\/a>, but I never received a positive response.\u201d<\/p>\n<p>\u201cI wish to come back one day to perform again,\u201d he adds. \u201cPeople love my songs on both sides of the border. For a singer, love has no borders.\u201d<\/p>\n<p>He pauses, then recites softly in <a href=\"https:\/\/en.wikipedia.org\/wiki\/Pashto\">Pashto<\/a>: \u201cAfter every darkness, there will come a dawn.\u201d<\/p>\n<p>When contacted over WhatsApp, <a href=\"https:\/\/www.facebook.com\/zahir.pashtoon.389945\">Zahir Pashtoon<\/a>, a social activist working for Afghan refugees, began by explaining the background of the ongoing refugee crisis. He explained that in November 2023, Pakistan\u2019s caretaker government <a href=\"https:\/\/www.pakistantoday.com.pk\/2023\/10\/03\/bugti-to-illegal-immigrants-exit-pakistan-by-nov-1-or-face-law\/\">announced<\/a> its decision to expel Afghan refugees from the country. The process began in <a href=\"https:\/\/en.wikipedia.org\/wiki\/Karachi\">Karachi<\/a>, the capital of Sindh province, where local authorities initiated the deportation drive.<\/p>\n<p>According to Pashtoon, the repatriation plan has been implemented in three phases: first, those living in Pakistan without legal documentation <a href=\"https:\/\/apnews.com\/article\/pakistan-afghanistan-migrants-crackdown-abd36357829a5e995842f6486053a089\">were deported<\/a>; second, individuals holding Afghan Citizen Cards (ACC) <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/pakistan-asks-illegal-foreigners-afghan-citizen-card-holders-leave-by-march-31-2025-03-07\/\">were sent back<\/a>; and finally, the deportation of Proof of Registration (PoR) cardholders is <a href=\"https:\/\/www.aljazeera.com\/features\/2025\/10\/22\/pakistan-speeds-up-expulsion-of-afghan-refugees-amid-tensions-with-taliban\">now underway<\/a> in the third phase.<\/p>\n<p>According to him, conditions in Pakistan have become increasingly difficult, to the point where many refugees have chosen to <a href=\"https:\/\/reliefweb.int\/report\/pakistan\/unhcr-pakistan-voluntary-repatriation-afghan-refugees-september-30-2025\">leave voluntarily<\/a>. He added that the UNHCR \u2014 the international agency responsible for refugees \u2014 has become largely inactive. \u201cThey continue to give hope,\u201d he said, \u201cbut in practice, they are not providing much assistance. The <a href=\"https:\/\/www.unhcr.org\/news\/briefing-notes\/unhcr-funding-cuts-bite-some-11m-people-are-losing-aid\">financial support and funds<\/a> that were once available have now stopped, and because of that, Afghan refugees are facing severe hardships.\u201d<\/p>\n<div id=\"attachment_846128\" style=\"width: 1200px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2025\/11\/Afghan-border-2.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-846128\" class=\"size-featured_image_huge wp-image-846128\" src=\"https:\/\/globalvoices.org\/wp-content\/uploads\/2025\/11\/Afghan-border-2-1200x675.jpg\" alt=\"Truck carrying belongings of the refugees outside the UNHCR office in Quetta. Image by the author.<\/p><\/div>\n<p>Discussing the issue of nationality, Pashtoon pointed out that although Khitab, the singer, was born in Pakistan, Afghan refugees born on Pakistani soil cannot claim Pakistani citizenship. He explained that when Pakistan first engaged with the United Nations on the refugee issue decades ago, it did not sign the clause obligating states to grant citizenship to refugees born within their territory. \u201cFormer Prime Minister Imran Khan once said that children of Afghan refugees born in Pakistan would be given citizenship,\u201d <a href=\"https:\/\/thediplomat.com\/2018\/09\/imran-khans-citizenship-offer-to-afghan-refugees-a-promise-or-a-topic-for-debate\/\">Pashtoon noted<\/a>, \u201cbut that promise was never fulfilled.\u201d<\/p>\n<p>Pashtoon added that refugee leaders had approached several Pakistani courts \u2014 including the <a href=\"https:\/\/bhc.gov.pk\/\">Balochistan High Court<\/a>, <a href=\"https:\/\/www.peshawarhighcourt.gov.pk\/app\/site\/\">Peshawar High Court<\/a>, and <a href=\"https:\/\/ihc.gov.pk\/\">Islamabad High Court<\/a> \u2014 seeking relief to prevent forced deportations, but all appeals were rejected. He also noted that political parties such as the <a href=\"https:\/\/www.pkmap.org\/\">Pashtunkhwa Milli Awami Party (PkMAP)<\/a>, the <a href=\"https:\/\/anp.org.pk\/\">Awami National Party (ANP)<\/a>, and the <a href=\"https:\/\/juipak.org.pk\/\">Jamiat Ulema-e-Islam (JUI)<\/a> protested and raised their voices in support of Afghan refugees, yet their efforts produced no tangible results.<\/p>\n<p>Pakistan\u2019s defense minister, Khawaja Muhammad Asif, has <a href=\"https:\/\/www.ariananews.af\/pakistan-defense-minister-calls-for-return-of-afghan-refugees-cites-security-concerns\/\">recently reiterated<\/a> that all Afghan refugees must return to their home country, citing security and economic concerns. He stressed that their prolonged stay has created serious challenges for Pakistan\u2019s stability. Asif stated that Pakistan is \u201cfacing a lot of problems\u201d due to the large refugee population, claiming that several terrorist attacks have been launched from Afghan soil.<\/p>\n<p>During the <a href=\"https:\/\/www.youtube.com\/live\/bi8fr31j3Wc?si=CQ-8xF9oI-ZpHVRb\">October 2025 border tensions<\/a> between Pakistan and Afghanistan, clashes erupted and crossings were temporarily sealed, bringing the repatriation of Afghan refugees from Quetta to a standstill.<\/p>\n<p>The atmosphere was heavy with uncertainty, the <a href=\"https:\/\/www.dailyindependent.com.pk\/2025\/11\/07\/pak-afghan-border-at-chaman-remains-closed-for-28th-day-trade-losses-mount\/\">border was sealed<\/a>, and Quetta\u2019s district administration had begun tightening measures against Afghan refugees, urging them to leave.<\/p>\n<p>Outside the UNHCR office near Baleli Customs, hundreds of Afghan families waited, their belongings bundled in cloth, their faces etched with exhaustion and hope. They waited for one thing: the border to reopen, so they could finally begin their journey home.<\/p>\n<p>As the sun set over Quetta that evening, the UNHCR office stood as a silent witness to one of the region\u2019s most human journeys \u2014 a migration shaped by memories, uncertainty, and the relentless search for belonging.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Afghan refugees in Pakistan face forced repatriation amidst stricter measures.
