The edited article is republished here under a partnership agreement with Global Voices.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">Not expanding landfills in poorer neighbourhoods, promoting environmental education in schools and other spaces, creating a green currency for recycling, and holding big polluters and public authorities accountable for preservation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These are some of the proposals developed by activists from the peripheries \u2014 marginalized, poorer neighborhoods \u2014 of <\/span><a href=\"https:\/\/pt.wikipedia.org\/wiki\/S%C3%A3o_Paulo\"><span style=\"font-weight: 400;\">S\u00e3o Paulo<\/span><\/a><span style=\"font-weight: 400;\">, Brazil, the largest city in Latin America. They are to be taken to <\/span><a href=\"https:\/\/cop30.br\/pt-br\/sobre-a-cop30\/o-que-e-a-cop\"><span style=\"font-weight: 400;\">COP 30 (<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"box-sizing: border-box;\"><a href=\"https:\/\/cop30.br\/pt-br\/sobre-a-cop30\/o-que-e-a-cop\" target=\"_blank\" rel=\"noopener\">the 2025 United Nations Climate Change Conference)<\/a>, being held between November 10 and<\/span>\u00a021, in the city of <\/span><a href=\"https:\/\/pt.wikipedia.org\/wiki\/Bel%C3%A9m_(Par%C3%A1)\"><span style=\"font-weight: 400;\">Bel\u00e9m<\/span><\/a><span style=\"font-weight: 400;\">, in the northern Brazilian state of Par\u00e1.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In total, about 30 proposals appear in the <\/span><span style=\"font-weight: 400;\">\u201c<\/span><a href=\"https:\/\/apd.org.br\/wp-content\/uploads\/2025\/10\/CARTA-PERIFERIAS-PELO-CLIMA-Versao-Final-26.10.25.pdf\"><span style=\"font-weight: 400;\">Letter from the Peripheries on Commitments for the Climate \u2013 The Atmosphere is Tense!<\/span><\/a><span style=\"font-weight: 400;\">,\u201d signed by <\/span><a href=\"https:\/\/midianinja.org\/cinquenta-coletivos-e-mil-liderancas-comunitarias-de-diferentes-regioes-da-cidade-de-sp-lancam-carta-compromisso-pelo-clima\/\"><span style=\"font-weight: 400;\">50 collectives and 1,000 community leaders<\/span><\/a><span style=\"font-weight: 400;\">. As well as the proposed ideas, the document provides an analysis of the situation in these areas in the face of climate change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe plan to connect with people from other countries, other regions and marginalized areas of Brazil, so that together we can present a project shaped by society\u2019s peripheries,\u201d said Edson Pardinho, 50, coordinator of the <\/span><a href=\"https:\/\/www.instagram.com\/frenteperifericasp\/\"><span style=\"font-weight: 400;\">Peripheral [Neighbourhoods\u2019] Front for Rights<\/span><\/a><span style=\"font-weight: 400;\">, which organized the letter.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.instagram.com\/frenteperifericasp\/\"><span style=\"font-weight: 400;\">Peripheral [Neighbourhoods\u2019] Front for Rights<\/span><\/a><span style=\"font-weight: 400;\"> came out of the collaboration of social movements during the <\/span><a href=\"https:\/\/globalvoices.org\/-\/special\/covid-19\/\"><span style=\"font-weight: 400;\">COVID-19<\/span><\/a><span style=\"font-weight: 400;\"> pandemic, when they acted to help families by distributing food, hygiene kits, and masks. Following the pandemic, the collectives continued their work together.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the months before the COP, the front mobilized activists to discuss climate goals in their neighbourhoods and draft their collective proposals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201c[Climatic changes] first affect the outer peripheries, and only then are they felt in the more protected areas. Those who live in peripheral neighbourhoods have been dealing with climate change for a long time,\u201d Pardinho observed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The letter presents ideas with the objective of guiding public policies and community practices that promote socio-environmental justice. It emphasizes the importance of strengthening public involvement in decisions concerning their territory. Photo by Isabela Alves\/Ag\u00eancia Mural, used with permission.<\/span><\/p><\/div>\n<p><span style=\"font-weight: 400;\">The letter highlights that the historical expansion of S\u00e3o Paulo\u2019s peripheral areas was driven by the lack of urban planning. \u201cThe city\u2019s rapid expansion was not [socioeconomically] neutral: it prioritized major economic interests, such as those of the real estate market, whose exclusionary logic relegated poorer people to dilapidated, risky areas.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cPeople have developed their own technologies to make sure they survive, even with the worsening climate situation,\u201d said Pardinho, a resident of the <\/span><a href=\"https:\/\/mst.org.br\/2015\/05\/13\/acampamento-dom-tomas-balduino\/\"><span style=\"font-weight: 400;\">Dom Tom\u00e1s Baldu\u00edno\u00a0<\/span><\/a><span style=\"font-weight: 400;\"><span style=\"box-sizing: border-box;\"><a href=\"https:\/\/mst.org.br\/2015\/05\/13\/acampamento-dom-tomas-balduino\/\" target=\"_blank\" rel=\"noopener\">Settlement\u00a0<\/a>in<\/span>\u00a0Franco da Rocha, S\u00e3o Paulo.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mateus Munadas, 34, is one of the founders of the Peripheral [Neighbourhoods\u2019] Front for Rights and a resident of Itaquera district. For him, it is important that peripheral activists attend the COP, as the perspectives of those who truly feel the impacts of the climate emergency daily are never taken into account.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere are common points of vulnerability between these marginalized neighbourhoods, and there are also many people fighting for change in these areas,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Among their proposed solutions are actions such as cleaning streams, community vegetable gardens and farms, solidarity groups during storms, environmental support networks, and community communications. In the field of education, social educators, culture collectives, and teachers are working tirelessly to raise awareness about <\/span><a href=\"https:\/\/brasil.un.org\/pt-br\/sdgs\"><span style=\"font-weight: 400;\">SDOs (Sustainable Development Objectives)<\/span><\/a><span style=\"font-weight: 400;\">, and warn about the environmental racism experienced in marginalized areas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are also other solutions, such as community reforestation, strengthening recycling cooperatives, expanding rainwater collection networks, and plans for local adaptation guided by the communities themselves, according to sources Mural spoke to.\u00a0<\/span><\/p>\n<h3>A place for discussion<\/h3>\n<div id=\"attachment_120040\" style=\"width: 800px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-120040\" class=\"wp-image-120040 \" src=\"https:\/\/pt.globalvoices.org\/wp-content\/uploads\/2025\/11\/Foto-da-reportagem.jpg\" alt=\"Children and teenagers from Jardim Luc\u00e9lia and Jardim Shangri-l\u00e1, from Graja\u00fa, spoke about climate change. Photo by Isabela Alves\/Ag\u00eancia Mural, used with permission.<\/span><\/p><\/div>\n<p><span style=\"font-weight: 400;\">The Guaran\u00ed people from the <\/span><a href=\"https:\/\/educacaoeterritorio.org.br\/arquivo\/aldeia-tekoa-pyau-o-desafio-de-ser-vizinha-da-cidade\/\"><span style=\"font-weight: 400;\">Teko\u00e1 Pyau Indigenous Village<\/span><\/a><span style=\"font-weight: 400;\">, in <\/span><a href=\"https:\/\/agenciamural.org.br\/sua-quebrada\/zona-norte\/jaragua\/\"><span style=\"font-weight: 400;\">Jaragu\u00e1<\/span><\/a><span style=\"font-weight: 400;\">, called for the protection of Indigenous peoples, and highlighted that their survival is essential for environmental preservation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt is not only about the increase in temperature, but [also] the survival of human beings who cohabit wooded and forested spaces. They are directly targeted by landowners and real estate speculation,\u201d Pardinho said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The coordinator of <\/span><a href=\"https:\/\/www.instagram.com\/casa_ecoativa\/\"><span style=\"font-weight: 400;\">Casa Ecoativa<\/span><\/a><span style=\"font-weight: 400;\">, Jaison Lara, explained that the manifesto also questions the logic behind an event historically composed mostly by older, white, and cisgender men who nevertheless speak on behalf of the diverse range of residents and territories.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIf there are only diplomatic figures [present], the [same] powerful people as always, it will likely be an empty event as it won\u2019t take into account knowledge from the peripheries, quilombolas [settlements of residents descended from enslaved people who escaped to freedom], Indigenous and riverside dwellers,\u201d said Lara.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In one of the meetings, Lara talked to more than 200 children. \u201cThese are the main people facing the environmental disasters that have been happening. We are leaving [them] a collapsing planet, and this isn\u2019t their fault. There are no public policies that relate to this age group, that look at these children,\u201d he said.<\/span><\/p>\n<h3>The housing issue<\/h3>\n<p><span style=\"font-weight: 400;\">A key question for those living in the peripheries is the right to housing, especially in areas such as the very south of S\u00e3o Paulo. Here, there are houses built irregularly in the <a href=\"https:\/\/pt.wikipedia.org\/wiki\/%C3%81rea_de_prote%C3%A7%C3%A3o_ambiental\">\u201cAPAs\u201d (Environmental Protection Areas)<\/a>. In recent months, Greater S\u00e3o Paulo has seen a series of actions <\/span><span style=\"font-weight: 400;\">by authorities and judicial decisions <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/agenciabrasil.ebc.com.br\/radioagencia-nacional\/geral\/audio\/2024-08\/sao-paulo-lidera-despejos-e-amecas-de-despejos\">against these occupations<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHousing and the environment must go together,\u201d argued Clair Helena Santos, 67, coordinator of the housing movement for Mission\u00e1ria-Cidade Ademar and Cecasul (Citizenship and Social Action Centre \u2013 South).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Santos joined the social movement at the age of 17 and has been selected as an activist to attend COP30. \u201cHaving housing, I understood that it is the channel for all other human rights: health, education, transport, leisure, and so many others,\u201d she said.<\/span><\/p>\n<div id=\"attachment_120036\" style=\"width: 800px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-120036\" class=\"wp-image-120036 \" src=\"https:\/\/pt.globalvoices.org\/wp-content\/uploads\/2025\/11\/IMG_2769.jpg\" alt=\"Clair Helena Santos has been an activist for housing rights since the age of 17; she was selected to go to COP30. Photo by Isabela Alves\/Ag\u00eancia Mural, used with permission.<\/span><\/p><\/div>\n<figure class=\"wp-block-image my-5 \"><picture><\/picture><figcaption class=\"legenda-credito mx-auto text-start\"><\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">The letter to the COP proposes an \u201cend to evictions and violent practices against settlements and favelas,\u201d and programs aimed at people living in at-risk areas, so that they do not find themselves with nowhere to go if anything happens to their homes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The letter shows the main demands of communities in areas such as <\/span><a href=\"https:\/\/agenciamural.org.br\/sua-quebrada\/zona-sul\/cidade-ademar\/\"><span style=\"font-weight: 400;\">Cidade Ademar<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/agenciamural.org.br\/sua-quebrada\/zona-sul\/pedreira\/\"><span style=\"font-weight: 400;\">Pedreira<\/span><\/a><span style=\"font-weight: 400;\">, regions hit hard by climate change, as they are near dams or sewage flows.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A recent example of environmental impact was the construction of a bridge on\u00a0<\/span><span style=\"font-weight: 400;\"><span style=\"box-sizing: border-box;\">Alvarenga Road, which passes over the\u00a0<a href=\"https:\/\/pt.wikipedia.org\/wiki\/Represa_Billings\" target=\"_blank\" rel=\"noopener\">Billings Dam<\/a>, one of the largest water reservoirs in S\u00e3o Paulo, affecting<\/span>\u00a0aquatic fauna and plants.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere\u2019s no point in the big guys staying there discussing the environment and fighting floods if the peripheries and social movements are not represented, right?
